Energy streaming without a physical carrier exists and has been measured: quantum energy teleportation is real laboratory physics, not speculation. The corpus holds the first experimental observation of local activation of energy density on an entangled state (NMR, Rodriguez-Briones et al., PRL 2023) and a realization on IBM superconducting hardware requiring only local operations and classical communication (Ikeda 2023, preprint). What QET demonstrates in principle is precisely the CEO's mechanism — extracting energy at a distance using correlations rather than transport. What it does not provide is scale: demonstrated energies are single-quanta, device-scale, some 40 orders of magnitude below propulsion relevance, and no peer-reviewed path to macroscopic QET exists in the corpus. QET's live relevance to this programme is therefore not power delivery but exotic-state engineering — its connection to negative-energy-density states is the one place quantum streaming touches the theorems that gate everything else.
